FCPA Compliance: The Vanishing "Facilitating Payments" Exception?

In this article, the authors suggest that all companies subject to the Foreign Corrupt Practices Act should scrutinize their own internal procedures and should strongly consider eliminating facilitating payments altogether, requiring advance approval, or permitting such payments only if the health or safety of employees or their families is at stake.
