In one fell swoop, the U.S. Court of Appeals for the Fifth Circuit has chopped down the U.S. Department of Labor's amended fiduciary rule. The incredibly controversial rule had changed the way financial institutions were doing business, with an impact even going beyond the world of retirement arrangements.
