US Government Agencies Embark on Ambitious Slate of Export Control Reforms

New rules implementing President Obama’s Export Control Reform Initiative (“ECR”) are officially here. The annual Update Conference on Export Controls and Policy (“Update”), recently convened by the Commerce Department’s Bureau of Industry and Security (“BIS”), centered on the key component of the ECR: a plan to migrate jurisdiction over certain relatively less sensitive military items from the U.S. Munitions List (“USML”) to a new “600 Series” on the Commerce Control List (“CCL”). This note analyzes new rules published to date initiating the first sets of transfers from the USML to the CCL, which will take effect as of October 15, 2013 and January 14, 2014, as well as other forthcoming reforms.
