Luis Miguel Velarde Saffer

Luis Miguel Velarde Saffer* focuses his practice on international arbitration.

Prior to joining Dechert, Mr. Velarde Saffer worked as an international legal analyst at a U.S. based firm where he assisted in the initial stages of investment arbitration cases involving Latin American countries. Mr. Velarde Saffer also served as an associate in the corporate and private law departments of a Peru based firm where he provided strategic legal advice in litigation and arbitration proceedings.

Mr. Velarde Saffer's experience also includes teaching as a professor of law at universities in Peru.

  • A South American State in an investment dispute under UNCITRAL Rules regarding the concession of the three international airports in the country.
  • A South American State in an investment dispute under UNCITRAL Rules regarding the development of a mining project.
  • The port authority of a South American State in a commercial arbitration against a Chinese company in a dispute related to a concession contract for a maritime port.
  • An American airplane manufacturing company in a judicial dispute, governed by Peruvian law but litigated in the courts of the State of Illinois, derived from an airplane accident.
  • A Latin American state entity in two ICC arbitrations related to various contracts for electricity generation.
  • A South American State in an ICSID arbitration against a Swiss company arising from the State’s imposition of a fine due to the wrongful modification of a contract to exploit coal.
  • A Spanish construction company in an ICSID arbitration against a South American State arising from delays in the construction of a highway.
  • A South American State in an ICSID arbitration against a Swiss company, in a dispute arising from the State’s imposition of a fine due to the wrongful modification of a contract to exploit coal.
  • Colombian investors in an ICSID arbitration against a South American State arising out of, among others, the expropriation of their investments in the transportation industry.
  • A joint-venture of European construction companies in an ICSID arbitration against an Asian State arising out of the construction of an expressway.
  • A South American State in a UNCITRAL arbitration against a Swiss company arising out of the reversion of a mine lease and of certain smelters located in Bolivia.
