Russia’s New Server Localization Law: Implications for Foreign Companies

In an effort to further protect the personal data of Russian citizens from any unlawful encroachment by foreign government agencies and companies and to provide for national ‘‘digital sovereignty’’, amendments requiring that the personal data of Russian citizens be processed via servers located within the territory of Russia (the ‘‘Amendments’’) were adopted in July 2014. Initially, it was expected that the Amendments would enter into legal force on September 1, 2016, so as to give companies and individuals enough time to comply with the new requirements. Nevertheless, on December 31, 2014, Russian President Vladimir Putin signed a law2 moving up the effective date of the Amendments to September 1, 2015.
