Samantha Coulson

Samantha Coulson is an associate in Dechert’s litigation group. She advises on complex civil litigation matters.

Prior to joining Dechert, Ms. Coulson participated in the firm’s Impact Fellowship, spending one year with the Legal Aid Society’s Prisoners’ Rights Project. During her fellowship, she worked on civil impact litigation aimed at promoting humane and constitutional conditions in New York state prisons and city jails.

  • Smalls v. Martuscello — Worked with the Legal Aid Society’s Prisoners’ Rights Project (PRP) to challenge the New York State Department of Corrections and Community Supervision’s (DOCCS) suspension of the Humane Alternatives to Long-Term Solitary Confinement Act (HALT) during and after the statewide corrections officers’ work stoppage.
  • Catala v. City of New York — Worked with PRP to challenge HALT violations in the West Facility and North Infirmary Command housing units at Rikers Island.
  • Handberry v. Thompson — Worked with PRP to enforce a court order mandating that all individuals under the age of 21 have access to educational services at Rikers Island.
  • Benjamin v. Maginley-Liddie — Worked with PRP to enforce a consent decree governing living conditions including sanitation, ventilation and fire safety at Rikers Island.
  • Anthony v. DOCCS — Worked with PRP to challenge DOCCS’s placement of special populations, including individuals with disabilities and serious mental illness, in isolated confinement in violation of HALT.
