Sozi Pedro Tulante focuses his practice on trial work and investigations. As the former top lawyer for the City of Philadelphia and a federal prosecutor, Mr. Tulante draws on his deep government experience to advocate for clients in state and federal trials as well as in high-stakes internal and government investigations.

From 2016 to 2018, Mr. Tulante served as Philadelphia’s City Solicitor. In that role, he was the City’s general counsel and responsible for the City’s litigation, transactions, and all other legal work and in charge of the 220 lawyers of the Philadelphia Law Department. During his tenure, he diversified the Department’s workforce, led police reform efforts, and spearheaded the department's affirmative litigation practice, which handled cases across industries including banking, commerce and food and beverage. He successfully sued the Department of Justice to challenge its efforts to withhold critical federal funds based on Philadelphia's status as a "sanctuary city."

Before his appointment as City Solicitor, Mr. Tulante spent five years as an Assistant U.S. Attorney in the Criminal Division of the U.S. Attorney's Office in Philadelphia, where he led investigations and prosecutions of various offenses, including white-collar offenses in the Eastern District of Pennsylvania, and tried jury cases on behalf of the government.

Mr. Tulante's legal work has been recognized on multiple occasions over the last two years, including by the Legal Intelligencer (as one of three finalists for "Attorney of the Year"); the Philadelphia Inquirer (as one of  "25 Legal Influencers"); Philadelphia Magazine (as one of the "100 Most Influential Philadelphians"); and the Philadelphia Business Journal ("Best of Bar"). Immediately before coming to Dechert, he was a Lecturer-in-Law and Policy Fellow at the University of Pennsylvania Law School, where he taught prosecutorial ethics and constitutional law. Mr. Tulante has continued at the University of Pennsylvania Law School as an Adjunct Professor and in 2020 received the Adjunct Teaching Award for his "outstanding work teaching State Constitutional Law, supervising externships and mentoring students." He will teach a seminar there in Spring 2021 focused on Corporate Crime.

Mr. Tulante also maintains an active pro bono practice and has recently represented: a woman suing an immigration detention facility after being sexually assaulted by guard there; Liberian immigrants challenging the Trump Administration’s effort to deport them from the United States; prisoners seeking relief from dangerous jail conditions as a result of the COVID-19 pandemic; and the NAACP Pennsylvania State Conference in voting rights litigation related to the racial impact of in-person voting during the pandemic. In part for these efforts, he and other Dechert lawyers received the Philadelphia Bar Foundation’s Pro Bono awards in October 2020.
